In which layer must fonts be applied?

I tried adding a font (Cascadia Code https://github.com/microsoft/cascadia-code) in the OS layer and although the ttf file exists at c:\windows\fonts and the registry lists the font as being installed Windows is not able to use the font. Should fonts be in the platform layer? Is there some official guidance?

We keep fonts in an app layer successfully.

You only have to make sure, that an app layer of this kind can't be assigned elastically, because the registry entries must match the fonts files during machine boot.

Interesting question.  I would think the OS layer is the right place.  Do you think you may have modified fonts in another layer though.  That might take precedence.  If you have time try publishing an image with no layers but your os and platform layer.  See if that has the font you added.  That would tell us if there was a layer conflict with the fonts.

Platform layer appears the be the only answer. I'm not sure if mucking with an assembled image is a supported scenario so I will exclude that for now.
