Receiver 4.8 Window in Focus no USB

We are seeing across our organisation some strange behaviours with Receiver 4.8 and our Dell USB3 docks (using DisplayLink Drivers)
When a Citrix session has focus on the users laptop (Windows 8.1) and then the user plugs in the USB cable from the USB dock to their laptop nothing is detected on the local laptop, no video is sent to the monitors and any device that is plugged into the dock is also not detected (keyboard, mouse), its like the local Windows does not even know the dock has been plugged in.
If you then minimise your Citrix session and reconnect your USB cable your session is sent to your monitor and all connected devices on the dock are detected.. It seems to block all USB when the session has focus on the laptop while connecting the dock.
This behaviour is being observed across hundreds of devices in our fleet, we have tested a rollback to receiver 4.7 and the issue goes away. We have tried updating the dock displaylink drivers to the most recent but this does not change the behaviour.
Has anyone else seen this ?

We are also seeing exactly the same issue with Receiver 4.9 using Windows 10.
PID and VID of displaylink are blocked by default by Citrix Receiver which should prevent it from being used by the process. However it seems that when the receiver is in focus it prevents the device to connect to the local system. We validated this by using USBDeview.exe.
Did you find a solution for this or a Citrix case to refer to?
