Is this command applicable for a VM disk inside an SR ?

No.

This is a Storage repository specific command - not per disk

All storage volumes are thick except ext3 and NFS. That may change in the future, but that's the current spread of allocations.

What about LVM over iscsi ?

if I create a vm under with its disk type will be the same as the SR ?

That's thick, as well. All LVM storage on XenServer is currently thick. And, yes, the storage protocol on the SR dictates what the VM gets.
