That's usually a firewall / port issue. If the Citrix server and the user's PC cannot connect on the necessary ports, 2-way communication would be blocked.

 

I'm guessing your proxy server is acting as a firewall as well?

 

You'll either need to add the citrix server(s) as an exception to the user proxy rules so that the users connect directly to it, or you'll need to modify your proxy / firewall server access rules to ensure they allow communication on the required ports.
