As a workaround for those of you that have NetScaler MAS or Command Center. You can create a configuration job that will run automatically and disable/enable health monitoring. The commands are as follow and will apply to all services. If you are using service groups just change the syntax.

set service /^.*/ -healthMonitor NO

set service /^.*/ -healthMonitor YES

I got a call from Citrix and they told me how to fix it permanently.

For example, my LDAP1 service is defined with a FQDN and health monitoring enabled.  It shows 0.0.0.0 as the IP address and an error that says "host name can't be resolved".

The fix?  Add ping as a second monitor to LDAP1 service.  The rest of my services came up.  That took care of it permanently once for all.  Cheers!
